Support RR, beware of misleading people!

Department of Official Language (DOL) has invited comments on an amendment to RRs 2015 relating to the required period of regular service for promotion to the post of DD(OL) vide OM No. 01/01/2016-OL(Service) dated 14.01.2019. Briefly put, in the wake of Association's rigorous persuasion to fill up almost 100% vacancy at the level of DD,  DOL had mooted a proposal for inserting a provision for combined service i.e. 3 years of regular service at the level of AD (present requirement is of 5 years regular service) and 5 years at the level of SHT (total 8 years of combined service) with a validity period of 5 years for promotion to the level of DD. But, DOPT agreed for one year's of relaxation in place of the proposed 5 years. It means, for promotion from the post of AD to DD, required regular service  will be 3 years as AD and 5 years as SHT and this arrangement in our RR will be valid for one year i.e. for the vacancy year 2019.

In response to the above said O.M., stakeholders are called upon to send comments on that amendment already approved by DOPT. Ideal course of comments should be in favour of this amendment having potential of filling up nearly 70 posts of DDs (those ADs who have been regularized in the year 2015-16) and holding out equal prospect at the rank of JHTs & SHTs. Simply put, this measure would have sweeping and octopus impact on the onward flow of the cadre.

It has come to notice that some ADs are huddling together to give dissent on this amendment simply because they are not likely to be benefited  instantly. It may be noted that we have the option of raising the issue at next appropriate time for further relaxation once this period of one year is over instead of circumventing and scuttling the present proposal. Our humble request to all stakeholders from JHTs to ADs is to put their weight behind this amendment for the sake of our cadre. But it is troubling and fraught gesture that some people among us prefer to stick to 'if not me,then no one else' approach. Maybe, you are presented on the deceptive platter with miscalculated vision and dream by this group of people to just substantiate their own data and initiative. We denounce this type of malaise afflicting the process of their thinking. Also,we exhort all concerned with all sincerity to be at an arm's length from their veiled and cooked-up data- particularly keeping in view that our dissent cannot nudge DOPT from their already approved stand.

Our cadre's history is teeming with examples that whenever the cadre has been on the threshold of any breakthrough, we got divested of that milestone due to negative thoughts and the same is looming large on the horizon this time also. This type of self aggrandizement and self-centered approach cost us dearly in the past and may mar the opportunity in future also. Hence,we should stand with all our might and mettle to see that this amendment reaches its finality. Come! let's say goodbye to fissures, grab the opportunity, showcase our fusion of vision for the good at every stratum of our cadre.

  1. मैं आपसे पूरी तरह सहमत हूँ। यह एक श्रृंखलाबद्ध प्रभाव है जो उप-निदेशक से लेकर कनिष्ठ अनुवादक तक जाएगा। 70 उप-निदेशक बनते हैं तो इतने ही वरिष्ठ अनुवादक सहायक निदेशक बन सकेंगे और उतने ही कनिष्ठ अनुवादकों को लिए वरिष्ठ अनुवादक बनने का मार्ग प्रशस्त होगा। साथ ही 70 नई रिक्तियाँ भी सृजित होंगी। हम सबको ग़लत व्यक्तियोँ और ग़लत राय देने वालों से बचना चाहिए। सभी के लिए पूरा प्रयास करने के उपरांत भी जो कुछ मिल रहा है, उसे सभी के समर्थन से हासिल करके फिर से एकजुट होने की जरूरत है ताकि जो मिल रहा है उसे ले लिया जाए और जो रह गया है, उसके लिए फिर से आवाज़ उठाई जाए वरना अगले वर्ष तो 2015 के सारे सहायक निदेशक वैसे ही पाँच वर्ष की पात्रता हासिल कर लेंगे और तब ये जो लाभ सभी को ऊपर से नीचे तक मिलने वाला है, बेअसर हो जाएगा। आइए सभी मिलकर एकजुटता दिखाएं और राजभाषा विभाग द्वारा पोस्ट किए गए भर्ती संबंधी प्रस्ताव का समर्थन करें।

Appeal to all the members of csols cadre to support the draft RRs so as to clear the stalemate and pave the way for the promotion of ADs as DDs without showing any iota of malignancy,jealousy and any other ill-feeling driven by the age-old--dog in the manger policy.Always keep in mind that one breakthrough leads to another.we should not forget how our Association has been sweating out to achieve it.please show solidarity and togetherness or we all will continue to cut a sorry figure as usual.
