* *डीओपीटी ने 3 वर्ष की सेवा पूरी कर चुके उप-निदेशकों को संयुक्त निदेशक के रुप में पदोन्नति देने और 4 वर्ष से अधिक की नियमित सेवा पूरी कर चुके 7 वरिष्ठतम सहायक निदेशकों को उप-निदेशक बनाए जाने के लिए छूट के प्रस्ताव को मंज़ूरी दी। एसोसिएशन ने पिछले दिनों इस सिलसिले में डीओपीटी की सचिव से मुलाक़ात की थी। * एसोसिएसन ने शेष सहायक निदेशकों की पदोन्नति के मामले को भी निर्णायक सफलता मिलने तक डीओपीटी के समक्ष उठाते रहने का भरोसा दिलाया।

राजभाषा विभाग के लिए सुझावों का खाका तैयार

साथियो, 
राजभाषा विभाग के दिनांक 13 जनवरी,2017 के कार्यालय-ज्ञापन के संदर्भ में, संवर्ग की बेहतरी के लिए आप सबसे सुझाव आमंत्रित किए गए थे। इस संबंध में लिखित और मौखिक रूप से प्राप्त सुझावों तथा कई संबंधितों से चर्चा के बाद,राजभाषा विभाग को निम्नानुसार सुझाव दिए जाने का प्रस्ताव हैः
The present scenario of CSOLS Cadre reflects that regular promotions in the grades of Assistant Director for vacancy year 2008 - 09 to 2014 15 (consecutive 07 years)and Joint Director for vacancy year 2011-12 to 2014-15(consecutive 04 years)were made by late DPCs. Similarly,  more vacancies in the grades of Senior Translator for vacancy year 2011-12 to 2015-16 (consecutive 05 years), Deputy Director for  vacancy year 2011-12 to 2015-16(consecutive 05 years)or/and for  vacancy year 2016-17 to 2020-21 (consecutive 04 years)and Director for vacancy year 2016-17 to 2019-20 (consecutive 04 years) will be filled up by late DPCs. Reason for this  is totally  administrative failures which included  delay in making promotions in feeder grade and even next two grades below  feeder grade, not framing recruitment rules  during 6th CPC period/delay in finalisation of recruitment rules, non-holding  DPCs in time etc. 
As a result of administrative failures, now  the incumbents of feeder posts are not possessing minimum qualifying service in their present grades for promotion. On the other hand minimum qualifying service as prescribed in draft Recruitment Rules will not meet the requirement of the cadre at all like recent framed Recruitment Rules-2015 mainly for  promotion to the post of Joint Director and Director. Hence, the Association hereby gives   the following suggestions on draft Recruitment Rules mainly to make the incumbents of feeder posts eligible for their  promotions :- 


1.         Strength in the grades of Director and Joint Director may be  kept combined  and to this effect, the following para may be inserted below SCHEDULE-1.(in line with CSS cadre and AFHQ cadre)

“The promotions in the grades of Director and Joint Director shall be carried out within the overall ceiling of regular 54 posts with inter-se flexibility and further ceiling of 18 posts in Director grade.”
Logic: In case eligible Joint Directors do not become available for promotion to the post of Director, then equal nos. promotions against unfilled vacancies of Director can be made in the grade of Joint Director within overall ceiling of regular 54 posts from amongst the Deputy Director and as soon as so newly promoted Joint Directors achieve minimum qualifying service, they (senior most) will be promoted as Director subject to ceiling of 18 posts.
Benefits:All vacancies at the level of  Director and Joint Director will remain fulfilled within overall ceiling of regular 54 posts. Besides, Duties and responsibilities of Directors can be assigned to Joint Directors. By doing so, implementation of official language policy at   the level of Director will not be hampered and chain effect of such promotions will soon come downward.

The insertion of above para will be as under:

The promotions in the grades of Director and Joint Director shall be carried out within the overall ceiling of regular 54 posts with inter-se flexibility and further ceiling of 18 posts in Director grade.
2. Minimum qualifying service for promotion to the post of Joint Director should be prescribed as under: (Schedule III, serial No. 2, column No. 5 for Joint Director refers)


“From amongst Deputy Directors having five years regular service in level-11 of Pay Matrix (pre revised Pay Band-3, Rs. 15600-39100/- with Grade Pay of Rs. 6600/-),
 failing which Deputy Directors having seven years combined regular service   in the grades of Deputy Director in the Level-11 of Pay Matrix (pre revised Pay Band-3, Rs15600-39100/- with Grade Pay of Rs. 6600/-) and Assistant Director  in level-10 of Pay Matrix (pre revised Pay Band-3, Rs. 15600-39100/- with Grade Pay of Rs. 5400/-) with minimum of  two years regular  service in the grade of Deputy Director in the Level-11 of Pay Matrix (pre revised Pay Band-3, Rs. 15600-39100/- with Grade Pay of Rs. 6600/-),
failing which Deputy Director having ten years combined regular service   in the grades of Deputy Director in the Level-11 of Pay Matrix (pre revised Pay Band-3, Rs. 15600-39100/- with Grade Pay of Rs. 6600/-), Assistant Director  in level-10 of Pay Matrix (pre revised Pay Band-3, Rs. 15600-39100/- with Grade Pay of Rs. 5400/-) and Senior Translator in  level-7 of Pay Matrix (pre revised Pay Band-2, Rs. 9300-34800/- with Grade Pay of Rs. 4600/-)with minimum of  two years regular  service in the grade of Deputy Director in the Level-11 of Pay Matrix (pre revised Pay Band-3, Rs. 15600-39100/- with Grade Pay of Rs. 6600/-),
failing which Deputy Director in the Level-11 of Pay Matrix (pre revised Pay Band-3, Rs15600-39100/- with Grade Pay of Rs. 6600/-) having twenty five years combined regular service   in different grades of “Central Secretariat Official Language Service ”


Logic:A majority of officers those are  presently serving as Assistant Director (regular and adhoc)  and Deputy Director  (regular and adhoc) will retire up to the year 2020-21. Besides,  present senior most Senior Translators  those are in zone of consideration for promotion  to the post of Assistant Director against the vacancies of the year 2015-16 have also already completed almost 25 years long service with remaining only 7-8 years of service to render. Thease all existing officers will never (repeat never) possess minimum qualifying service as mentioned in the draft recruitment rules for promotion to the post of Joint Director. Hence, the vacancies of Joint Director will again remain unfilled in the years to come.

Benefits:  All vacancies at the level of Director and Joint Director will remain fulfilled within overall ceiling of regular 54 posts. Besides, Duties and responsibilities of Directors can be assigned to Joint Directors.  By doing so, it will not hamper the implementation of official language policy at   the level of Director and chain effect of such promotions will soon come downward.

3.  Minimum qualifying service for promotion to the post of Deputy Director should be prescribed as under: (Schedule III, serial No. 3, column No. 5 for Deputy Director refers)
‘From amongst Assistant  Directors having five years regular service in level-10 of Pay Matrix (pre revised Pay Band-3, Rs. 15600-39100/- with Grade Pay of Rs. 5400/-),
 failing which Assistant Directors having sevenyears combined regular service   in the grades of Assistant  Director in the Level-10 of Pay Matrix (pre revised Pay Band-3, Rs. 15600-39100/- with Grade Pay of Rs. 5400/-) and Senior Translator in  level-7 of Pay Matrix (pre revised Pay Band-2, Rs. 9300-34800/- with Grade Pay of Rs. 4600/-) with minimum of  two years regular  service in the grade of Assistant Director in the Level-10 of Pay Matrix (pre revised Pay Band-3, Rs. 115600-39100/- with Grade Pay of Rs. 5400/-).
failing which Assistant Directors having fifteenyears combined regular service   in the grades of Assistant  Director in the Level-10 of Pay Matrix (pre revised Pay Band-3, Rs. 15600-39100/- with Grade Pay of Rs. 5400/-), Senior Translator in  level-7 of Pay Matrix (pre revised Pay Band-2, Rs. 9300-34800/- with Grade Pay of Rs. 4600/-) and Junior Translator in  level-6 of Pay Matrix (pre revised Pay Band-2, Rs. 9300-34800/- with Grade Pay of Rs. 4200/-)  with minimum of  two years regular  service in the grade of Assistant Director in the Level-10 of Pay Matrix (pre revised Pay Band-3, Rs. 115600-39100/- with Grade Pay of Rs. 5400/-)’
failing which Assistant Director in the Level-10 of Pay Matrix (pre revised Pay Band-3, Rs15600-39100/- with Grade Pay of Rs. 5400/-) having twenty years combined regular service   in different grades of  “Central Secretariat Official Language Service ”

Logic:After fulfilling all 36 posts of joint director by promotion from the select list of Deputy Director which is under consideration in the department at present, more than 70 posts of Deputy Director will remain unfilled right from now till the year 2021 because all existing incumbents of  its feeder post i.e. Assistant Director including senior most are having only 11 months of regular service in present grade  as per the order of DOPT and they will never (repeat never) possess minimum qualifying service as mentioned in the draft recruitment rules for promotion to the post of Deputy Director.

Benefits:All vacancies at the level of Deputy Director will remain fulfilled at all times and  incumbents of these vacancies will further achieve minimum qualifying service for their next promotion to the post of Joint Director otherwise future vacancies of Joint Director will again remain unfilled. Besides, implementation of official language policy at   the level of Deputy Director will not be hampered and chain effect of such promotions will soon come downward.
4. (A)   Initiation to change the nomenclature of Junior Translator and Senior Translator as Junior Translation Officer and Senior Translation Officer respectively is highly appreciable. This modification will certainly lift the spirit and morale of Translators. Here it is pertinent to note that though translation is main function of Junior and Senior Translators, yet they contribute significantly in the implementation of the Official Language Policy of the Union. Hence, the word ‘Official Language’ in place of the word ‘Translation’ will be more apt and expressive to portray bonafide characteristics of the functionalities being carried out by Junior and Senior Translators. Accordingly, the Association seeks the rechristening of Junior Translator and Senior Translator as follow:-

(i)                 Junior Translator – Official Language Officer
(ii)               Senior Translator – Senior Official Language Officer

Before the proposal to this effect is submitted to DOPT, the approval of the Internal Finance of the Administrative Ministry i.e. Ministry of Home Affairs is required. The same may please be obtained before hand if it has not been obtained.

(B)       To add, as the nature of duty assigned to Junior and Senior Translator is identical, therationale behind the two posts for the similar work is non-existent. As in the case of other cadres , where posts carrying  similar duties have been merged, the case of merger of two posts of Junior and Senior Translator in the CSOLS Cadre is fit and justified. And the merged posts may be renamed as ‘Official Language Officer’.



गौरतलब है कि ये सभी सुझाव अनंतिम हैं और जो कुछ भी अधिकतर की सहमति से तय होगा,वही प्रस्ताव दिया जाएगा। अतः,सभी साथियों से अनुरोध है कि इन सुझावों पर गंभीरतापूर्वक विचार करें और यदि कोई आपत्ति हो तो कृपया उससे दिनांक 10 फरवरी,2017 तक एसोसिएशन को अवगत करा दें ताकि तदनुसार अपेक्षित परिवर्द्धन कर राजभाषा विभाग को अपनी राय से अवगत कराया जा सके।

  4. कनिष्ठ और वरिष्ठ अनुवादक के पद को मिलाकर केवल एक ही पद 'राजभाषा अधिकारी' का बनाए जाने पर विशेष रूप से ज़ोर दिया जाए । शेष सभी सुझाव बहुत अच्छे हैं । वरिष्ठ अनुवादक के पद को बनाए रखने का कोई औचित्य नहीं हैं । यह पद पदोन्नति में अनावश्यक रूप से अवरोध पैदा करता है । दोनों पदों के लिए अलग-अलग कार्य निर्धारित नहीं किए गए हैं । एक अराजपत्रित पद से पुनः एक अराजपत्रित पद पर पदोन्नति का कोई अर्थ ही नहीं रह जाता । इसे सुझाव के अंतर्गत तर्कसंगत ढंग से शामिल किया जाए, क्योंकि इस पर अंतिम पंक्ति में बहुत कम शब्दों में स्थान दिया गया है ।

  9. क्या रेलवे इस परिधि में है. रेलवे में हमारे साथी राजभाषा अधिकारी (पीबी-2, ग्रेड पे 4800 में ही सेवानिवृत्त हो जाते हैं. पदोन्नति के अवसर बिल्कुल नहीं हैं. इस पर विचार किया जाए.
